What I'd like to do is create an off-line Wikipedia page. I've tried downloading a random Wiki article, then opening the .htm in NVu and editing it there, but NVu screws up all the formatting (font size etc). So is there any way to do what I'm trying to do?How to change an HTML file?

View/Source in your browser. That's the HTML. It won't give you the same thing you see when you're connected, because you'll be missing image files, style sheets. javascript files - whatever else the wiki uses.
