How do you get your picture up for the aim buddy icon? When I try to upload it it tells me the file is too big?

Everytime i upload it it tells me the file is too big. %26amp;when i change the size to reaaaaaaaaaaaallllyyy small it still says the same thing...How do you get your picture up for the aim buddy icon? When I try to upload it it tells me the file is too big?
there are a couple of rules

1. 48x48

2. less than 7KB
