How can i change too big file size in too short size.?

i have winzip software but it's not working prpoerly in changing file size. tell me methods to change file size.How can i change too big file size in too short size.?
i use rar to split the file, i think zip should be able to do it too.

in rar they got option which say %26quot;split to volumes, bytes%26quot; at lower left in general tab.



how ever you will need all the part in place to be able to re-joy it and un-rar it.How can i change too big file size in too short size.?
